There are key factors that were present both in Italy and Germany between WW I and WW II that make a nation susceptible to Totalitarian regimes.  In order for a dictator to seize power, a nation generally is in deep economic turmoil (unemployment and inflation are high) and has weak or ineffective leadership. The dictator must be charismatic, be able to make people believe he can solve their problems, and find a scapegoat (someone to place blame on) in order to persuade people that there is hope.
