John Locke (1632-1704) lived in England, a little later on then Hobbes. Locke's most influential writing called "Two Treatises of Government" is one in which Locke discusses the need for individuals to enter into an agreement with government, a social contract, but his viewpoints on the keeping of the contract differ from Hobbes.
