It did not just occur out of thin air. They provide a much fuller picture of what was occurring in the country in 1876. The other reasons also show that even if Rutherford B. Hayes had received a greater share of the popular vote and won the election outright, Reconstruction was probably in danger of stopping anyway. Since Northern voters were growing tired of the project and white Southerners were regaining their strength, the policy probably could not have been sustained for that much longer.
