A volume (V1) is measured from the stock solution of known concentration (M1).
The measured volume (V1) of stock solution is transferred to a second volumetric flask.
The measured volume in the second flask is then diluted with solvent, usually water, up to the volumetric mark (V2). The resulting solution is diluted and has a lower concentration (M2) than the original solution.
