The Virginia plan called for a bicameral legislature, or one with two halves. Membership in each chamber of the legislature would be based on proportional representation, which means based on the number of people in the state. Virginia, which was the most populous state at the time, would have the most representatives in the new Congress.
The New Jersey plan called for a unicameral legislature, or a Congress with just one chamber. States would be equally represented in this legislature, having one vote each. This was very similar to the legislature of the Articles of Confederation.
